Blue Envelope Program Offers New Communication Tool at Participating Sacramento-Area Police Departments

Free, voluntary materials may help residents with disabilities communicate their needs during interactions with first responders.

CITRUS HEIGHTS, Calif. Residents across parts of the Sacramento area now have access to the Blue Envelope Program, a voluntary initiative intended to improve communication between first responders and people who may benefit from additional awareness or accommodations. The program was introduced regionally on September 30, 2026, with police leadership from Citrus Heights, Elk Grove, Folsom, Galt, and Sacramento participating in the rollout.

A Blue Envelope can hold identification, emergency contacts, vehicle registration, insurance details, and other information a person may wish to share during an interaction. Available items also include wallet cards, lanyards, seat belt covers, and other branded materials that can signal a potential communication need. The program may be useful for people with autism, dementia, anxiety, or other visible or non-visible disabilities.

Citrus Heights Vice Mayor Porsche Middleton helped advance the effort across the region, working with city and law enforcement partners to bring greater attention to the needs of families affected by disability. Participating individuals choose whether to use the materials; no registry, proof of eligibility, or fee is required.

The program does not replace established safety procedures, and availability varies by agency. Residents can obtain program materials and current instructions from participating police departments. Citrus Heights residents can find local details at www.citrusheights.net/1440/Blue-Envelope-Program.
